November 19, 2004: Notification No. 10500-F outlines the purchase policy of the Government of West Bengal, including rules for open tenders, purchase limits, and preferences for state-based units. May 3, 2012: Notification No. 3739-F(Y) mandates the publication of tender notices on the e-Tender portal. It describes the e-Procurement system and the use of Digital Signature Certificates (DSC). August 29, 2016: Notification No. 4515-F(Y) revises the list of State PSUs/Corporations/Autonomous Bodies that can execute Government works as an agency of the Government, modifying Annexure C of Rule 47D of West Bengal Financial Rules. June 7, 2022: Notification No. 2320-F(Y) revises the norms for acceptance of tenders for both works and non-works departments and emphasizes the need for a checklist when accepting tenders with less than 3 bids. July 27, 2022: Notification (No: 3103F(Y) dated 27th July 2022) announces the reduction of the base-level threshold for mandatory e-tendering in public procurement and disposal. The base-level has been lowered from Rs. 5 lakh to Rs. 1 lakh. This decision is in continuation of earlier amendments to Rule 47(8) of WBFR, aiming to promote the benefits of the e-tendering process.
