Employee shall submit the duplicate service book every year for verification. After necessary entry the same will be returned to the employee. This copy may also be treated as original.
A service book must be maintained for every full time Govt. employee.
Head of the Office is responsible to open service book in duplicate immediately after the joining of an employee.
One copy shall be kept under the custody of the Head of the Office. Another copy shall be given to the employee.
Every step of an en employee’s service life must be recorded in the service book. Each entry is also to be attested by the head of the office.
As per direction of the head of the office the employee shall submit the service book every year for verification. After necessary entry the same will be returned to the employee. Both the copies of service book shall be treated as original.
Following information are generally entered in a service book:-
Date of Birth of the employee.
Statement whether medical and police verification reports are satisfactory.
Statement whether name or surname has been changed.
Copy of nomination for death gratuity, group insurance, GPF etc. should be attached with the service book.
Family details as per Appendix I of DCRB Rule is to be written.
While an employee is transferred, up to date entries is to be made in the service book and is also transferred to the head of the office of the new place of posting. As such the service is to be verified by the head of the office up to the date of last pay drawn from his office.
Head of the office should show the service book to the concerned employee and obtain signature from the employee each year.
In case of transfer to foreign service the head of the office or department shall send the service book to the Audit Officer as the Auditor General may prescribe. No entry is to be attested while on foreign service by any authority other than the Audit Officer. After re-transfer to the Govt service the service book is again sent to the Audit Officer for necessary noting.

Memorandum
The question of improving the existing career advancement scheme for the State Government employees as introduced in Finance Deptt. No. 6075-F dt. 21-06-90 has been under consideration of the Government for sometime past. The recommendations of the Fourth Pay Commission on this aspect have also been under examination of the State Government. After careful consideration, the Governor is now pleased to modify the existing career advancement scheme of the State Government employees in the manner indicated below.
2. For Government employees first appointed to a post in any of the revised scale no. 1 to 12:
A Government employee may be allowed to move to his respective next higher scale on completion of eight years of continuous and satisfactory service in his revised scale of the post and its corresponding unrevised scales taken together and to move to the scale next above the first higher scale on completion of further eight years of continuous and satisfactory service in the first higher scale and the corresponding unrevised scales under previous WBS (ROPA) Rules taken together and to move to the scale second next above the first higher scale on completion of further nine years of continuous and satisfactory service in the second higher scale and the corresponding unrevised scales under previous WBS (ROPA) Rules taken together. Every movement to such higher scales will be subject to the fulfillment of norms of promotion as prescribed in Finance Deptt. Memo No. 10620-F dt. 19-12-2000. This modification of the existing career advancement scheme may, however, be subject to provisions undernoted :
i) A Government employee who has already moved to the next higher scale after ten years’ of service under the existing career advancement scheme will be deemed to have got the benefit of movement to first higher scale. Likewise, a Govt. employee who has already moved to second higher scale after 20 years’ of service under the existing career advancement scheme will be deemed to have got the benefit of movement to second higher scale. On completion of total service of sixteen/twenty five years without any further promotion or appointment to higher scale of pay they will now get advancements to the second higher scale and third higher scale respectively.
ii) A Govt. employee who has completed service of eight years or longer without any promotion will move from the revised scale in relation to him to the first higher scale and will get advancement to the second higher scale after a total period of service of sixteen years provided he is not promoted to any functional post borne in a scale higher than the first higher scale. On completion of a total period of service of 25 years without further promotion (s) to any functional post (s) borne in a pay scale higher than the scale next above the first scale or to any non-functional grade higher than the scale next above the first higher scale, he will get the third and final advancement under this scheme to the scale second above the first higher scale.
iii) A Govt. employee who has got normal promotion to a post in the first higher scale within eight years of service will have to complete total service of sixteen years before he gets advancement to the second higher scale with reference to the feeder post, provided he does not get any further functional/non-functional promotion in the meantime. He will get advancement to the third higher scale with reference to the feeder post on completion of total service of 25 years without any further promotion/appointment to higher scale of pay.
iv) When a Govt. employee has got benefit of only one promotion or advancement to a scale similar to the second higher scale before sixteen years of service, he will not get any further advancement under this scheme on completion of sixteen years of service, but he will be eligible for fixation benefit u/r. 42A (1) of WBSR, Pt. I on completion of sixteen years of service. He will get advancement to the third higher scale with reference to the feeder post on completion of total service of 25 years without any further promotion/appointment to higher scale of pay.
v) When a Govt. employee has got benefit of only one promotion or advancement to a scale similar to or above the third higher scale before twenty five years of service will not get any further advancement under the scheme except fixation benefit u/r. 42 (1) of WBSR. Pt. I on completion of 25 years of service. If the promotion or advancement to higher scale mentioned in this clause takes place before 16 years of service, he will get two fixation benefits the first on completion of 16 years and the second on completion of 25 years total service.
vi) A Govt. employee who has got more than one normal promotion to posts the last of which is borne in the second higher scale within sixteen years’ of service will not get any fixation benefit on completion of sixteen years of service. He will have to complete total service of twenty five years before he gets advancement to the third higher scale with reference to the lower feeder post.
vii) Where a Govt. employee has got two promotions before twenty five years of service without any scale advancement under C.A.S. or Promotion Policy Statement, 1981, the last of such promotion being in a scale similar to or above the third higher scale, he will not get any advancement under this scheme except fixation benefit under rule 42 (1) of WBSR Part-I on completion of twenty five years’ service, provided, however, that such fixational benefit on completion of twenty five years’ service shall not be available to those who have already got such benefit under CAS or Promotion Policy statement earlier.
viii) When a Govt. employee comes within the quota of first higher grade in the first higher scale under the existing promotional policy after getting the first higher scale in accordance with the Career Advancement Scheme but before completion of sixteen years of service, he will not be eligible to get any fixation benefit for the second time. He will, however, remain eligible for second higher scale after total service of 16 years and the third higher scale after total service of 25 years, provided he has not been promoted/appointed to higher scale during the intervening periods. If the scale of the first higher grade is the same as the second higher scale, the pay of the Govt. employee on his appointment to first higher grade, will be fixed u/r. 42(1) (i) from the first higher scale. He will, however, be eligible for the benefit of pay fixation in the same scale of pay u/r. 42A (1) of WBSR, Part-I on completion of total service of 16 years and for advancement to third higher scale the pay of the Govt. employee on his appointment to first higher grade will, as usual, be fixed u/r. 42 (1) (i) from the first higher scale but he will be entitled to the fixation benefits u/r. 42A (1), ibid, on completion of total sixteen and twenty five years service provided he does not get further functional/non-functional promotion during the period.
ix) When a Govt. employee comes within the quota of second higher grade in the second higher scale under the existing promotion policy after getting the second higher scale on completion of total service of sixteen years in accordance with the Career Advancement Scheme, he will not be entitled to any fixational benefit on appointment to second higher grade, but he will be eligible for advancement to third higher scale on completion of total service of twenty five years. If, however, the scale of the second higher grade under the existing promotion policy is the same as the third higher scale or higher than it, the pay of the Govt. employee on his appointment to the second higher grade will be fixed u/r. 42 (1) (i) of WBSR, Part-I and he will be entitled to a fixation benefit under rule 42A (1) on completion of total service of twenty five years provided he does not get any further promotion/appointment to higher scale in the meantime.
x) Where a Govt. employee whose scale of pay of the promotion post is lower than the CAS Scale which he has been enjoying, gets the promotion after enjoying the benefit of CAS for sixteen or twenty five years, he will be allowed to retain the higher scale in the promotion post, as personal to him, and his pay on promotion may be fixed u/r. 42 (1) (i) of WBSR, Part-I.
xi) Where the scale of a promotion post is the same as that of the feeder post, it will be treated as the scale of the feeder post for advancement under the scheme.
3. For Government employees first appointed to a post in any of the revised scales 13 and above and Government employee appointed in the Constituted State Services including W.B. Secretariat Service:
A Government employee appointed in any of the revised pay scale no. 13 to16 or its unrevised equivalent may be allowed to move to his next higher scale on completion of eight years of continuous and satisfactory service in the revised scale and its corresponding unrevised scales taken together and to move to the scale next above the first higher scale on completion of further eight years of continuous and satisfactory service in the first higher scale and the corresponding unrevised scales under previous WBS (ROPA) Rules taken together. Every movement to such higher scales also will be subject to the fulfillment of norms of promotion. This will, however, be subject to provisions undernoted:
i) A Govt. employee who was first appointed to a post in any of the unrevised scale nos. 13 to 16 and who have already moved to the next higher scale either due on operation of Promotion Policy Statement of 1981 or due to the existing career advancement scheme will be deemed to have got the benefit of movement to the first higher scale. On completion of total service of sixteen years without any further promotion/appointment to higher scale of pay he will now get advancement to the second higher scale. In like manner, a Govt. employee who has already moved to the scale next above the first higher scale either due to operation of Promotion Policy Statement of 1981 or due to operation of the existing career advancement scheme will be deemed to have get the benefit of movement to the second higher scale and he will not be entitled to any further benefit under this scheme.
ii) A Govt. employee who has completed service of eight years or longer without any promotion will move from the revised scale in relation to him to the first higher scale and after a total period of service of sixteen years without any further promotion/appointment to higher scale of pay, he will get advancement to the second higher scale.
iii) A Govt. employee who has got normal promotion to a post in the first higher scale within eight years of service will have to complete total service of sixteen years before he gets advancement to the second higher scale with reference to the feeder post.
iv) A Govt. employee who has got normal promotion to a post in the first higher scale and has completed total sixteen years service, will immediately get an advancement to the second higher scale with reference to the feeder post. If the normal promotion takes place before completion of eight years of service, no fixation benefit will be admissible on completion of eight years of service.
v) Where a Govt. employee has got benefit of only one promotion or advancement to a scale similar to or above the second higher scale, he will not get any further advancement under the scheme except fixation benefit u/r. 42 (1) of WBSR, Pt. I on completion of sixteen years’ of service.
vi) Where the scale of a promotional post is the same as that of the feeder post, it will be treated as the scale of the feeder post for advancement under the scheme.
vii) Where a Govt. employee whose scale of pay of the promotion post is next higher scale gets promotion after enjoying the benefit of Career Advancement Scheme for sixteen years, he will be allowed to retain the higher scale in the promotional post, as personal to him, and his pay on promotion will be fixed in terms of Rule 42 (1) (i) of WBSR, Pt. I.
viii) A Government employee in a revised scale No. 16 (or its unrevised equivalent) holding teaching and allied post in colleges of medicine (including School of Tropical Medicine, Calcutta), arts and crafts and who are now eligible for only one advancement to scale 22 after completion of eight years of service in terms of the existing Career Advancement Scheme will be eligible for two advancements on completion of eight and sixteen years of service like other Govt. employees appointed in scale no. 16. In respect of those categories of employees now borne in scale no. 22 after enjoyment of CAS of 8 years, the next higher scale will be scale no. 18, which will be admissible after sixteen years of service. The employees who have already got fixation benefit in terms of Memo. No. 775-F dt. 20-1-95 will be eligible to get advancement to scale No. 18, but in their case fixation in scale 18 will be made as if they had not been allowed benefit of G.O. No. 775-F dt. 20-1-95. Those employees, who will complete eight years of service on the date of implementation of this modification of the existing Career Advancement Scheme or on a later date, will move to scale no. 17 instead of existing scale no. 22, Government employee mentioned in this clause, if appointed in scale no. 22, will be eligible to only one advancement to scale no. 18 after completion of eight years of service. F.D. Memo. No. 775-F dt. 20-1-95 will cease to be operative w.e.f. 1.1.2001.
ix) A Govt. employee directly recruited to a post in the revised scale no. 17 (or its unrevised equivalent) will be allowed advancement to the first higher scale on completion of eight years of service. He will not be eligible to any further advancement under the career advancement scheme as modified herein. If such an employee has already moved to scale no. 18 in terms of the existing Career Advancement Scheme he will not get any further advancement under the present modification.
x) The Superintending Engineers will be allowed to move to the next higher scale (Scale No. 19) in relation to their posts on completion of 24 years of satisfactory service as Assistant Engineer, Executive Engineer and Superintending Engineer including one years’ service as Superintending Engineer if they have not already got that scale in terms of the existing promotion policy.
The posts of Additional Chief Engineer holding Scale No. 19 under P. W. Deptt. are upgraded to the post of Chief Engineer in scale no. 20.
4. Over and above the existing posts in Scale No. 19 and 21 in various State Services as mentioned in F.D. No. 6075-F dated 21.6.90, the following additional posts shall be available to different State Services:-
(i) Forty three additional posts in scale No. 19 in West Bengal Civil Service (Executive) are created and the eligibility condition for scale No. 19 will be the same as stated in F.D. No. 6075-F dated 21.6.90.
Six additional posts of Special Secretary/Secretary in the revised Scale No. 21 are sanctioned for W.B.C.S. (Ex) and such posts are to be filled up by selection from amongst W.B.C.S. (Ex) Officers who have completed twenty five years of total service in the cadre including three years as Joint Secretary.
Govt. has also decided to fill up some of the posts of the District Magistrates by W.B.C.S. (Ex) Officers. Detailed Govt. order in this respect will be issued later on.
(ii) One additional post of Special Commissioner, Commercial Taxes in the Scale No. 21 is created and such post is to be filled up by selection from amongst the Additional Commissioners who have put in a total service of Thirty years since entry into West Bengal Commercial Tax Service including six years in the post of Addl. Commissioner. Three additional posts in Scale No. 19 are also created for West Bengal Commercial Tax Service and the eligibility condition for scale No. 19 will be the same as stated in Govt. order No. 6075-F dated 21.6.90.
(iii) Fifty Five additional posts in Scale No. 19 in West Bengal Health Service are created and the eligibility condition for scale No. 19 will be the same as stated in Govt. order No. 6075-F, dt. 21.6.90.
(iv) Ten posts in scale No. 19 in West Bengal E.S.I. Medical Service are created and the eligibility condition for Scale No. 19 will be total service of 20 years on revised Scales No. 16, 17, & 18 and their unrevised counterparts and three years in Scale No. 18.
(v) Two additional posts in Scale No. 19 are created for West Bengal Secretariat Service and the eligibility conditions for these two posts will remain the same as at present.
(vi) As regards other constituted state services as mentioned in Finance Department Memo No. 6075-F dated 21.6.90 which have not mentioned in this Memo, two additional posts in Scale No. 19 are created for Scale No. 19 will be same as stated in F.D. No. 6075-F, dt. 21.6.90.
(vii) The number of posts in the basic grade in various State Services as mentioned above will stand reduced by the equivalent number of posts created in Scale No. 19 and 21.
5. Other provisions of the existing career advancement scheme as contained in this Department No. 6075-F, dt. 21.6.90 which are not inconsistent with the provisions of this memorandum shall continue to remain in force.
6. This will come into effect from 1.1.2001.

MEMORANDUM
The question of further improvement of the benefits of the career advancement scheme introduced vide Memo No. 6075-F dated 21.06.1990, as modified and revised vide Memo No. 3015-F dated 13.03.2001 and Memo No 6042-F(P2) dated 07.11.2019 respectively, was under consideration of the Government for sometime past.
2. After careful consideration of the matter, the Governor has been pleased to decide that for all cases where movement to second and third higher Level is admissible in terms of para 2 or para 3 of the Memo No. 6042-F(P2) dated 07.11.2019, the length of continuous and satisfactory service required for movement to second and third higher Level in relation to the basic Level, as shown in the annexure to the said memorandum, shall be reduced from existing 16 years and 25 years to 15 years and 24 years respectively.
3. All other provisions of Memo No 6042-F(P2) dated 07.11.2019 shall remain unaltered.
4. This will come to effect from 01.08.2023.

MEMORANDUM
It has been observed that the criterion for admissibility of the benefit of career advancement scheme published vide Memo. No. 6075-F dt. 21.06.1990 since modified vide Memo. No. 3015-F dt. 13.03.2001 and the provisions for fixation of pay on such benefits, which were prescribed keeping in view the pay structure (scales of pay) as were in force at that time, no longer match with the present structure of pay introduced through the WBS (ROPA) Rules, 2019. Keeping in view such fact and the provisions laid down in Note-2 below Rule -11 of the WBS (ROPA) Rules, 2019, the undersigned is directed by order of the Governor to revise the existing career advancement scheme for State Govt. employees in the manner as indicated in the following paragraphs and the scheme so revised shall be effective in respect of an existing government employee notionaliy from a date on which he opts to come under the revised pay structure under the WBS (ROPA) Rules, 2019 and actually from 01.01.2020 and in respect of a new entrant who joined service on or after 01.01.2016, this scheme will be effective from the date of publication of the WBS (ROPA) Rules, 2019.
2. Subject to fulfilment of usual norms of promotion and also subject to the provisions as undernoted, a government employee directly appointed to a post borne in revised Level-1 to 15 in the Pay Matrix of the WBS (ROPA) Rules, 2019 or its corresponding pre-revised Pay Band and Grade Pay/ scales of pay under the previous WBS (ROPA) Rules, is entitled to move to the first, second and third higher Level in relation to the basic Level, as shown in the annexure to this Memo., on completion of continuous and satisfactory service of 8 (eight), 16 (sixteen) and 25 (twenty five) years respectively.
i) (a) A government employee, who has not got any promotion within 8 (eight) years of service, will move to the first higher Level from the date of completion of 8 years of service, (b) if such employee has got one or more promotion (s) (functional/ non-functional) below the second higher Level within 16 years of service, he will move to the second higher Level from the date of completion of 16 years of service and (c) if such an employee has got two or more promotions (functional/non-functional) below the third higher Level within 25 years of service, he will move to the third higher Level from the date of completion of 25 years of service.
In each of the above cases, the employee will get his pay fixed either from the date of entitlement or from the date of next increment as per his option.
(A) In case the employee opts to get his pay fixed from the date of entitlement, then on the date of entitlement one increment shall be added to the existing pay (in the lower Level) of the employee and he shall be placed at a Cell equal to the figure so arrived at in the higher Level to which he moves and if no such Cell is available in the higher Level, he shall be placed at the next higher Cell in that Level. His next increment will fall due on the 1st July on completion of at least six months service from the date of such fixation.
(B) In case the employee opts to get his pay fixed from the date of next increment, then on the date of entitlement, there will be no interim pay fixation and after allowing the normal annual increment on 1st July the procedure indicated at (A) above shall be followed.
ii) (a) A government employee, who has got only one promotion (functional/ non-functional) before completion of 16 years of service in a Level higher than the first higher Level, will not be allowed to move further higher Level except pay fixation benefit of one increment in the same Level from the date of completion of 16 years of service without having any scope of option and (b) likewise, a government employee, who has got only two benefits before completion of 25 years of service in the form of pay fixation in the same Level as at (a) above or promotion(s) (functional/ non-functional) – one of which in a Level higher than the second higher Level, will not be allowed to move further higher Level except pay fixation benefit of one increment in the same Level from the date of completion of 25 years of service without having any scope of option. In each of the cases mentioned herein, the employee will get next increment on next 1st July whether he completes six months service or not.
iii) A government employee, who, after availing 1st/ 2nd/ 3rd higher Level on completion of 8/ 16/ 25 years of service gets promotion (functional/ non-functional) in the same Level, will get pay fixation benefit of one increment in the same Level from the date of such promotion and he will get next increment on next 1st July whether he completes six months service or not.
iv) When a government employee is promoted to a post carrying lower Level than the Level he is holding due to non-functional movement, he shall be allowed to retain the higher Level in the promotion post as personal to him and his pay on promotion shall be fixed by allowing one increment from the date of such promotion and he will get next increment on next 1st July whether he completes six months service or not.
v) When the Level of a promotion post is same as that of the feeder post, it will be treated as the Level of the feeder post for the purpose of operation of the provisions of this Memo.
vi) (a) A pass graduate teacher of a government school who has got the benefit of movement to a Level (scale) similar to or above the second/third higher Level on the basis of higher qualification acquired during service will not get any further movement to higher Level except fixation benefit of one increment on each occasion of completion of 16 and 25 years of service with the date of next increment remaining the same. However, such a teacher if acquires such higher qualification after getting 1st higher Level on completion of 8 years of service will get pay fixation benefit in the same manner on completion of 25 years of service only and if such higher qualification is acquired after 16 years of service no further benefit is available on completion of 25 years of service, (b) An Assistant Master of a government school who before getting 1st higher Level on completion of 8 years of service has got the benefit of movement to a Level next above on the basis of higher qualification acquired during the service will only be eligible to move to second and third higher Level on completion of 16 and 25 years of service respectively with pay fixation benefit in the manner as indicated in preceding para 2 (i). (c) An Assistant Master of government school who acquires higher qualification after availing 1st higher Level on completion of 8 years of service will be eligible for movement to 2nd and 3rd higher Level on completion of 16 years and 25 years of service respectively with pay fixation benefit in the manner as indicated in preceding para 2(1).
3. (a) (i) Subject to fulfilment of usual norms of promotion, a government employee not belonging to any State Constituted Service, directly appointed to a post borne in the revised Level 16 in the Pay Matrix of the WBS (ROPA) Rules, 2019 or its corresponding pre-revised Pay Band and Grade Pay/scale of pay under the previous WBS (ROPA) Rules, is entitled to move to Level 17 and Level-19 (as indicated in the annexure to this Memo.) from the date of completion of continuous and satisfactory service of 8 (eight) and 16 (sixteen) respectively provided he has not reached Level-17 during 8 years, Level-19 during 16 years of service by way of promotion or otherwise. In such cases the manner of pay fixation shall be same as indicated in the preceding para 2 (i).
(ii) Subject to fulfilment of usual norms of promotion, a government employee belonging to any State Constituted Service, directly appointed to a post borne in the revised Level 16 in the Pay Matrix of the WBS (ROPA) Rules, 2019 or its corresponding pre-revised Pay Band and Grade Pay/scale of pay under the previous WBS (ROPA) Rules, is entitled to move to Level 17, Level-19 and Level 21 (as indicated in the annexure to this Memo.) from the date of completion of continuous and satisfactory service of 8 (eight), 16 (sixteen) and 25 (twenty five) years respectively provided he has not reached Level-17 during 8 years, Level-19 during 16 years and Level-21 during 25 years of service by way of promotion or otherwise. In such cases the manner of pay fixation shall be same as indicated in the preceding para 2 (i).
N.B. In the case of State Constituted Service other than WBSS, the period 8 years, 16 years and 25 years of service in respect of a member shall count from the date of joining such State Constituted Service either by direct recruitment or by promotion irrespective of the fact that such a promotee member has got any promotion or movement through CAS/MCAS in his feeder service.
(b) (ii) Subject to fulfilment of usual norms of promotion, a government employee whether belonging to any State Constituted Service or not, directly appointed to a post borne in the revised Level- 17 or Level – 18 in the Pay Matrix of the WBS (ROPA) Rules, 2019 or its corresponding pre-revised Pay Band and Grade Pay/scale of pay under the previous WBS (ROPA) Rules, is only entitled to move to Level-19 (as indicated in the annexure to this Memo.) from the date of completion of 8 (eight) years provided he has not reached Level-19 during 8 years of service by way of promotion or otherwise. In such cases the manner of pay fixation shall be same as indicated in the preceding para 2 (i).
(c) Any employee as mentioned above when appointed to a post carrying same Level as that of the Level he is enjoying due to non-functional movement will get pay fixation benefit of one increment from the date of such appointment with next increment on 1st July after completion of at least six months service.
(d) When an employee mentioned in sub paras (a) and (b) above, is promoted to a post carrying lower Level than the Level (as per annexure to this Memo.) he is holding due to non-functional movement, he shall be allowed to retain the higher Level in the promotion post as personal to him and his pay on promotion shall be fixed by allowing one increment from the date of such promotion with next increment on 1st July after completion of at least six months service.
4. In respect of the State Constituted Services availability of posts in Level – 21 (Pre-revised Grade Pay Rs. 8700/-/ Scale No. 19), Level – 22 (pre-revised Grade Pay Rs. 8900/-/ Scale No. 20) and Level – 24 (Pre-revised Grade Pay Rs. 10000/-/ Scale No. 21) as have been sanctioned in terms of Memo No. 6075-F dated 21.06.1990 read with Memo No. 3015-F dated 13.03.2001 and subsequent orders issued by Finance Department and various administrative departments (with the concurrence of F.D.) from time to time and eligibility criterion for admissibility of such higher Levels (Pay Scales) as prescribed therein or prescribed by any subsequent orders shall remain in force.
5. The orders allowing higher Levels as per this Memo in respect of the employees directly appointed to the posts borne in Level 13 and above in the Pay Matrix including the members of the State Constituted Service shall be issued by the respective administrative departments and in respect of others by the Head of Office.
6. If a regular promotion in due course is refused by an employee before he is entitled to movement to the higher Level or any pay fixation benefit in the same Level as per the provisions of this Memo., he shall not be allowed movement to higher Level or any pay fixation benefit because he has not been put to stagnate due to lack of promotional opportunity.
7. The period of service which does not count for increment will not be taken into account for computing 8/16/25 years of service for the purpose of this Memo.
8. All previous Orders/ Memo.s/ Clarifications issued in connection with admissibility of CAS/MCAS stand modified to the extent of the provisions of this Memo.

The details of pay scales, grade pay, and corresponding levels in the pay matrix under different pay revisions have been explained below in a simplified manner:
Employees appointed with different initial basic pay under ROPA-98 were placed in respective Pay Bands and Grade Pay under ROPA-09. These were further mapped to specific Levels in the Pay Matrix. Additionally, employees were entitled to higher levels upon promotion or career advancement.
For employees with an initial basic pay ranging from ₹2600 to ₹6000 (ROPA-98):
Those in the ₹2600-4175 range were placed in PB-1 (₹1700 GP) and mapped to Level 1. Higher levels progressed up to Level 4.
The ₹2700-4400 range was assigned PB-1 (₹1800 GP), mapped to Level 2, progressing up to Level 5.
Employees in the ₹2850-4680 scale were in PB-2 (₹1900 GP) at Level 3, advancing to Level 6.
The ₹3000-5230 and ₹3150-5680 pay scales were mapped to PB-2 (₹2100 GP) and PB-2 (₹2300 GP), starting at Level 4 and Level 5, respectively, with promotions reaching up to Level 7 and Level 8.
Those with a basic of ₹3350-6325 had multiple grade pay structures, allowing placement in Level 6, Level 6 with higher initial, or Level 6A, progressing up to Level 9.
Employees in higher initial basic pay scales (₹3600-7050, ₹3800-7775, ₹4000-8850, etc.) were placed in PB-2 or PB-3 with appropriate grade pay, mapped to Levels 7 to 12, and advanced up to Level 15 in some cases.
The ₹4500-9700 and ₹4650-10175 pay scales were assigned PB-3 (₹3900 and ₹4100 GP), starting at Level 10 and Level 11, advancing up to Level 14.
The ₹4800-10925 and ₹5000-11275 scales, with multiple entry points, were assigned PB-4 (₹4400 and ₹4600 GP), placed at Level 12 and Level 13, and progressing up to Level 16.
Employees in the ₹5500-11325 and ₹6000-12000 pay ranges were mapped to PB-4 (₹4700 and ₹4800 GP), reaching Level 15 and Level 16, progressing up to Level 19 in some cases.
For Officers in State Constituted Services:
Those in the ₹8000-13500 range (or with higher initial at ₹9100) were placed in PB-4A (₹5400 GP), starting at Level 16, advancing to Level 21.
Officers with ₹10000-15525 basic pay were in PB-4A (₹6600 GP), mapped to Level 17, with progression up to Level 19.
The ₹10000-18000 scale was assigned PB-4A (₹7000 GP), mapped to Level 18, progressing up to Level 19.
For Officers not belonging to any State Constituted Service:
The ₹8000-13500 scale (with possible higher initial at ₹9100) was in PB-4A (₹5400 GP), mapped to Level 16, with progression up to Level 19.
The ₹10000-15525 scale was in PB-4A (₹6600 GP), mapped to Level 17, with progression up to Level 19.
The ₹10000-18000 scale was placed in PB-4A (₹7000 GP), mapped to Level 18, with a final progression up to Level 19.
Thus, employees in various pay scales under ROPA-98 were allocated different grade pay and pay bands under ROPA-09, which determined their placement in the Pay Matrix. Their career advancement followed a structured level-wise progression.

If a regular promotion in due course is refused by an employee before he is entitled to movement to the higher Level or any pay fixation benefit in the same Level as per the provisions of this Memo., he shall not be allowed movement to higher Level or any pay fixation benefit because he has not been put to stagnate due to lack of promotional opportunity.
7. The period of service which does not count for increment will not be taken into account for computing 8/16/25 years of service for the purpose of this Memo.

The details of pay scales, grade pay, and corresponding levels in the pay matrix under different pay revisions have been explained below in a simplified manner:
Employees appointed with different initial basic pay under ROPA-98 were placed in respective Pay Bands and Grade Pay under ROPA-09. These were further mapped to specific Levels in the Pay Matrix. Additionally, employees were entitled to higher levels upon promotion or career advancement.
For employees with an initial basic pay ranging from ₹2600 to ₹6000 (ROPA-98):
Those in the ₹2600-4175 range were placed in PB-1 (₹1700 GP) and mapped to Level 1. Higher levels progressed up to Level 4.
The ₹2700-4400 range was assigned PB-1 (₹1800 GP), mapped to Level 2, progressing up to Level 5.
Employees in the ₹2850-4680 scale were in PB-2 (₹1900 GP) at Level 3, advancing to Level 6.
The ₹3000-5230 and ₹3150-5680 pay scales were mapped to PB-2 (₹2100 GP) and PB-2 (₹2300 GP), starting at Level 4 and Level 5, respectively, with promotions reaching up to Level 7 and Level 8.
Those with a basic of ₹3350-6325 had multiple grade pay structures, allowing placement in Level 6, Level 6 with higher initial, or Level 6A, progressing up to Level 9.
Employees in higher initial basic pay scales (₹3600-7050, ₹3800-7775, ₹4000-8850, etc.) were placed in PB-2 or PB-3 with appropriate grade pay, mapped to Levels 7 to 12, and advanced up to Level 15 in some cases.
The ₹4500-9700 and ₹4650-10175 pay scales were assigned PB-3 (₹3900 and ₹4100 GP), starting at Level 10 and Level 11, advancing up to Level 14.
The ₹4800-10925 and ₹5000-11275 scales, with multiple entry points, were assigned PB-4 (₹4400 and ₹4600 GP), placed at Level 12 and Level 13, and progressing up to Level 16.
Employees in the ₹5500-11325 and ₹6000-12000 pay ranges were mapped to PB-4 (₹4700 and ₹4800 GP), reaching Level 15 and Level 16, progressing up to Level 19 in some cases.
For Officers in State Constituted Services:
Those in the ₹8000-13500 range (or with higher initial at ₹9100) were placed in PB-4A (₹5400 GP), starting at Level 16, advancing to Level 21.
Officers with ₹10000-15525 basic pay were in PB-4A (₹6600 GP), mapped to Level 17, with progression up to Level 19.
The ₹10000-18000 scale was assigned PB-4A (₹7000 GP), mapped to Level 18, progressing up to Level 19.
For Officers not belonging to any State Constituted Service:
The ₹8000-13500 scale (with possible higher initial at ₹9100) was in PB-4A (₹5400 GP), mapped to Level 16, with progression up to Level 19.
The ₹10000-15525 scale was in PB-4A (₹6600 GP), mapped to Level 17, with progression up to Level 19.
The ₹10000-18000 scale was placed in PB-4A (₹7000 GP), mapped to Level 18, with a final progression up to Level 19.
Thus, employees in various pay scales under ROPA-98 were allocated different grade pay and pay bands under ROPA-09, which determined their placement in the Pay Matrix. Their career advancement followed a structured level-wise progression.

Minimum Service Requirement for Pension
At least 10 years of service is required to qualify for pension.
Full pension is granted after 20 years of service, calculated as 50% of the last basic pay.
Types of Pension
Compensation Pension: Granted when a permanent post is abolished. The affected employee can opt for pension/gratuity or accept a lower post while retaining pension benefits.
Invalid Pension: Given to employees who are permanently unfit for service due to physical or mental disability.
Superannuation Pension: Awarded upon reaching the prescribed retirement age.
Retiring Pension: Given to employees permitted to retire after completing the required service period.
Pension Calculation
The pension is based on qualifying service, calculated as:
Date of superannuation – Date of appointment – Period of Extraordinary Leave (E.L) – Period of suspension.
Service below 3 months is ignored, while 3 months or more is rounded to the next 6-month period.
Example: 23 years 7 months 11 days is counted as 23 years 6 months, whereas 23 years 9 months is counted as 24 years.
Pension Benefits
Minimum pension: Rs. 8,500/-
Maximum pension: Rs. 1,00,500/-
Employees with less than 10 years of service are not eligible for pension.
Pension is proportionally reduced if service is between 10 and 20 years.
Additional Pension for Senior Citizens
Pension increases with age:
80 to 85 years: +20%
85 to 90 years: +30%
90 to 95 years: +40%
95 to 100 years: +50%
100 years & above: +100%
Family Pension
30% of last basic pay is granted as family pension.
Maximum limit: Rs. 60,300/-
Additional pension benefits for elderly family pensioners follow the same percentage increase as mentioned above.
Gratuity Benefits
Maximum retiring/death gratuity: Rs. 12,00,000/-
Death gratuity is calculated based on service duration:
Less than 1 year: 2 times the last drawn salary
1 to 5 years: 6 times the last drawn salary
5 to 11 years: 12 times the last drawn salary
11 to 20 years: 20 times the last drawn salary
20 years & above: Half of the last monthly salary for each completed six-month period, up to a maximum of 33 times the last salary.
Commutation of Pension
Employees can commute up to 40% of pension into a lump sum.
The commutation value is determined based on age and standard actuarial tables.
Example: An employee with Rs. 30,000/- last basic pay and 22 years of service will receive Rs. 15,000/- pension. If opting for 40% commutation, the lump sum value depends on the applicable factor.

Guidelines for Processing Pension Papers
Submission of Pension Application by Retiring Government Employees: The retiring Government employee shall submit a formal application for pension in the prescribed Form No. 5 to the Head of Office (HOO)/Pension Sanctioning Authority (PSA) at least one year before the date of retirement. The application must be accompanied by the following documents:
Form C for commutation of pension (in duplicate).
Nomination form for Life Time Arrear (LTA) of Pension.
Three slips of specimen signatures, duly attested.
Four attested passport-size joint photographs with the spouse (or single photographs if no spouse exists).
Family details including date of birth.
Application (Annexure ‘A’) for pension disbursement through specified public sector banks within Kolkata Municipal Corporation (if applicable).
Procedure for Pension Processing by AG, WB:
Pension papers, complete in all respects, must be sent by the Head of Office to the Principal Accountant General (A&E), West Bengal, at least six months before superannuation.
The Principal Accountant General (A&E) shall scrutinize the documents and determine the admissibility of pension, gratuity, and family pension.
If additional information/clarification is required, the Head of Office shall be contacted within three months of receipt of documents.
Upon completion of scrutiny, the following shall be issued one month before retirement:
Pension Payment Order (PPO)
Authority for payment of gratuity
Authority for payment of commuted value of pension
The pensioner’s copy of the intimation letter and the PPO shall be sent to the Head of Office, while both halves of the PPO shall be sent to the Pension Disbursing Officer.
If the retiring employee is receiving a higher pay due to interim court orders, pension shall be calculated provisionally, and gratuity or commuted value of pension shall not be authorized until finalization.
If the pension is to be paid in another state, a Special Seal Authority shall be issued to the respective Accountant General’s office.
Required Documents for Pension Processing: The following documents must be submitted to the Principal Accountant General (A&E), West Bengal:
Single Comprehensive Form (Memo No. 398-F (Pen) dt. 13.09.2012) with no blank fields.
Service Book with annual verification, noting of increments, pay fixation details, date of birth, and date of entry.
Calculation sheet for pension, gratuity, and family pension.
Pay certificate and outstanding dues certificate (Annexure to Memo No. 1315-F (Pen) dt. 14.10.1996).
Four attested passport-size photographs.
Three slips of specimen signature/left-hand thumb impression.
Applications in prescribed forms for Pension, Family Pension, Commutation, and Nominations.
Death Certificate/Medical Certificate (if applicable).
Age proof for minor child in case of Family Pension.
Dependency Certificate for Family Pension to dependent parents.
Income Certificate for unmarried/divorced/widowed daughters.
Guardianship Certificate for minor/mentally retarded dependents.
Disability Certificate for handicapped son/daughter.
Succession Certificate in case of non-existent nominee.
Bank details with BSR/IFS code for pension disbursement.
Authorities Responsible for Pension Processing:
